In-depth understanding of the Federal Acquisition Regulations (FAR), NASA FAR Supplement (NFS), and Department of Defense FAR Supplement (DFARS). Subcontract Property Manager and auditor for over 140 subcontractors.

Current Assignment

Responsible for cost effective management of a company property management system that controls over $155 million in company and customer assets. I directed department activity in all aspects of the business operation including taking over the manager responsibility when the manager was required to be out of the office for extenuating circumstances. My responsibilities included attending senior executive staff meetings, conducting departmental staff meetings, and representing the department on all inter-departmental issues. During this period of time, I trained new employees and volunteered and conducted ethics training for the Finance department while maintaining day-to-day operations during the highest growth period in the previous 4 years. Implemented innovative change which required collaboration with other organizations that resulted in process improvement, reduced risk and less cost. Led a R6S team with customer participation that resulted in resolving open customer issues while providing more accurate information and data to all our customers. Implemented a transaction based inventory program that resulted in overall cost reduction to accomplish physical inventory by $30,000 with the potential savings being over $100,000 in forthcoming years. I championed a Six Sigma team that initiated a reutilization program which realized over $500,000 in capital cost avoidance during the first year. Collaborated with other divisions to build an effective team and successfully put together a property management records system solution that provides continuity at all Divisions at the lowest possible cost. Participates on the Aerospace Industries Association (AIA) Property Management Committee to document industry positions to the regulatory committees in Washington to ensure Raytheon's best interests were represented and clearly communicated.

Special Assignment

I accepted the responsibility and successfully completed resolution to an inventory and financial reporting deficiency at a remote location. This assignment included reconciliation of over three years activity relating to property and material transactions supporting classified operations in a remote location. I was able to assess the issues, establish a baseline and lead activity to completely reconcile and obtain customer acceptance ahead of schedule and under budget.


Prior Experience

Listed below is my experience at other organizations. They are broken out by responsibility in order to bridge several assignments over many years.


General Management

Responsible for and managed the staff on multi-million dollar programs which required establishing and maintaining a system which controlled customer assets valued at hundreds of millions of dollars. These responsibilities included all assets at subcontractors, suppliers, and offsite locations of the operation. Implemented a program to review request for proposals, requests for quotations, so that asset management issues were addressed, company risk was reduced and completion of the program would be conducted at the lowest possible cost.


Sr. Property Administrator/Manager

Responsible for all aspects of property management for a major Government Contractor on a program that required the control of assets in excess of $18 billion which included $14 billion at subcontractors. Led teams that streamlined the control processes that resulted in a reduction of operating procedures. Implemented process changes and collaborated with subcontractors to improve complex reporting requirements that resulted in on-time performance and significant cost reductions. Property system approval was maintained throughout the program. Used my extensive knowledge in the contract bid and proposal processes to effectively negotiate program changes that eliminated major administrative activities by including critical customer requirements as line item deliverables in our prime contract and subcontracts. These changes resulted in our ability to recover the cost of changes from the customer without any additional cost from our subcontractors and suppliers.

• Prepared, conducted, and recorded RLI training session for all Raytheon employees on the rewrite of the Federal Acquisition Regulation (FAR) property rule published June, 2007
• Guest speaker at numerous NPMA Chapter meetings concerning Subcontract Management, NF1018 submittals, recent FAR and DFAR changes, and new IUID requirements.
