Program Manager
LeGacy Resource Corporation Headquartered in TN Position in CA-November 20, 2006 to July 2007:
Position was relocated to Mississippi.
Participated in writing the proposal and bidding on a several million dollar contract for NASA’s Agency Wide Contract Close Out Services to 9 NASA Centers resulting in the award of the NASA Contract. Bid as the Program Manager, largely responsible for start up and transition from the incumbent. Without local infrastructure and admin support, led the successful start up and implementation of the contract in an accelerated and customer recognized Phase In of 30 days as opposed to customary 60 days; succeeding in all contract aspects to comply with requirements. Remote management of 31 team personnel situated at 9 NASA Centers across the US in the performance of Contract Close Out functions, with 1 Center as a new add to the program. Developed and produced all monthly deliverable and reporting formats, which included financial 533 reports in partnership with finance personnel; detailed narrative status reports, safety, ethics, sensitive information training and other reports for 9 NASA Centers. Contributed to the development of company owned proprietary web based application, and a significant contributor to the IT security plan. Provide analysis, introduced streamlining and value-add processes second month at each site, for the respective NASA Customers and onsite operations. Executed 5 Mods and navigated through a change in Contracting Officer and a transition of the contract oversight from local Ames Research Center to the NASA Shared Services Center in MS. During my tenure, no performance deductions were received from NASA for any of my work or contract performance. Monthly follow up elicited positive and rave reviews from the 9 NASA Centers. SC/Operations Manager-
Ensemble/Axium At Cisco Systems Inc, San Jose, April 10, 2006-October 2, 2006
Managed a team against a SLA/SOW between employer and Cisco, within a deadline driven, start up environment for the purpose of Contingent Labor Sourcing; working with Cisco Project Managers in technical SOW development. Provided technical SOW expertise/recommendations to Cisco in SOW development, legalese, mod to contract/CR's and termination of contracts for failure to perform/convenience issues. Provided strategic recommendations for Project and Program delivery. Delivered staff, program and customer training. Responsible for partnering with Cisco in the evolution of change management and to drive down costs with external B2B partners via vendor management and strategic negotiations. Negotiated $293,507.00 of savings within the first two months of employment. Responsible for vendor management/messaging and collecting metrics data related to the program and various vendors. Contract management and administration against a repair/ production environment for a global customer base, supporting various military aircraft/pilot parts. Included, but not limited to, import/export, contract briefs, labor analysis, processing of contract modifications, new PO's, shipping documentation, tracking and financial reconciliation.
Sub-Contract Negotiations-Contract position via Adecco at the request of IAP;

Performed expired sub-contract re-negotiation with eight sub-contractors supporting a prime facilities contract at the NASA Ames Research Center. Restructured eight contracts to align with new SOW; addressing new requirements, with build in mechanisms for efficiencies and re-dress for sub-standard performance.

Managed inventory reconciliation/reporting against 2000 line items in accordance with NASA standards and regulations. Developed SOP for inventory management; overall objective to align Prime Contract to SOW as per NASA specifications.
Deputy Project/Program Manager- Material & Logistics Manager
Cube Corporation, NASA AMES Research Center, Mt. View, CA - April 2000-May 2004
Planned, managed, executed and performed self audit; logistical support services to the NASA Ames Research Center, with a team of 90 personnel in accordance with NASA, FAR, OSHA, TQM and ISO guidelines on a 40M dollar FFP contract for local and remote sites. Provided real time range of services, comprised of HR, Purchasing/Procurement, Inventory, Store Stock, Shipping/Receiving, Transportation, Mailroom, Motorpool, Warehousing, Hazmat, and emergency response services/communication plans, supporting NASA and FEMA. Large scale logistical planning, implementation and deconstruction of large public events such as the NASA Open House, Moffet Field Airshow and joint Military/NASA real time exercises. Contract and sub-contract development, prime and sub-contract pricing, expansion/modification and negotiations; functional oversight, financial management/budget forecast and reconciliation; with direct supervision for two equipment management/inventory departments. Complete oversight for four prime FFP subcontracts in accordance with FAR, via RFP/RFQ/RFI process, developing sub contract evaluation process. Plan for and execute staff and customer training in safety, services, technical inventory, logistics and tailored needs. Hiring, disciplinary, personnel action, promotion and termination authority. Team building/training. Extensive experience with CBA's and union negotiations. Sold the government in excess of $300,000.00 IDIQ work per annum, for a period of 5+ years by training personnel and providing dedicated services .Corporate/client presentations and training for a customer base of 3000 personnel; technical consulting services to various NASA customers. Governmental reporting as a Prime Contractor. Responsible for the development, execution and oversight of Quality Programs. Facility/equipment maintenance and inspection. Developed, marketed and managed programs and support personnel for hardware reutilization among NASA Centers, the Department of Defense, Federal Government Agencies, the Public Education System and non-profit organizations nationwide under an award fee contract. One million dollars of traceable assets were re-utilized the first three months of program inception. Accountable for monthly, semi-annual and annual financial and statistical reporting and reconciliation of 60,000 fixed and variable inventory assets, valued at over 1 billion dollars, for the NASA Ames Research Center and affiliates. Responsible for the management and ongoing staff development of 13 personnel, technical consultation and ongoing training for an internal/external customer base exceeding three thousand personnel.

Developed and implemented asset management/inventory programs which resulted in a 98% decrease in hardware loss and misappropriation.
