EXPERIENCE

March 2005-present: Assistant to the Deputy Secretary for Operations, Maryland Department of Human Resources (DHR), Baltimore, MD—Provide oversight, guidance, planning and consultation (based on aggregate data) to the local Departments of Social Services to achieve optimal compliance with the federal, state and local policies; function as a liaison between the local Directors of the Department of Social Services and the Department of Human Resources to achieve operational goals related to child safety and independence for low-income families across the state of Maryland; Represent the Department by providing oversight to other Operations Departments (Budget, IT, EEOC, General Services and Real Estate) within DHR; Negotiate statewide payment and policy agreements including w/Council on Accreditation (COA) for statewide Accreditation; assist the Deputy for Operations in all areas of management and administration of the division; represent the Department in various forums including community-based partnership meetings, with Governor’s Office and at legislative forums; communicate regularly w/Department of Budget and Management budget analysts and the Governor’s Office to plan around DHR and statewide child welfare strategic plan to ensure safety and permanency for children across the state; closely consult with the Office of the Attorney General (OAG) as needed.

August 2004-February 2005: Director, Howard County Dept. of Social Services, Columbia, MD—Led Department under a cost containment model by tying outcomes and priorities specifically to $8.5 million dollar state and $434,000 county budget; provided oversight and leadership for Operations and Clinical services to 120 professional and paraprofessional staff who provide child welfare, adult services, child support enforcement and welfare-to-work/workforce development services to families; provided direct supervision to agency program administrators and deputy director of operations; directed framework for Departmental goal-setting and outcome achievements for programs and operations; set the standards for leadership protocol and agency productivity levels; worked closely with community partners, including Core Services Agency, Health Department, Domestic Violence Center, Sexual Assault Treatment Center; served on various collaborative community and stakeholder boards to promote best-practices in planning for target populations, including: Child Advocacy Center Executive Committee, Inter-Agency Council (Chair), Maryland Access Points (MAP) Board, Local Children’s Board, (LMB), Workforce Investment Board (WIB), etc.

April 2003-March 2005: Asst. Director for Services, Howard County Dept. of Social Services, Columbia, MD-- Led day-to-work and program processes so as effectively prioritize usage of resources (staffing and budgetary) based upon achievement of specific outcomes; provided leadership and oversight to 48 professional social workers, paraprofessional aides and clerical staff in the Child Welfare and Adult Services programs so as to promote independence and safety for vulnerable children, families and vulnerable adults; managed and approved all related federal, state, and local budgets and flex funds; networked with the Department of Human Resources and Department of Health and Mental Hygiene around numerous projects including Child and Adult Protective Services, Long-term Care, Foster Care, Adoptions, the off-site Child Advocacy Center, an on-site Double Abuse treatment group, Secondary Trauma support program to staff; partnered with local community partners, to include the court systems, Department of Juvenile Services, Health Department, Local Children’s Board (LMB), Howard County Police, Voices for Children (CASA), and legislators; oversaw strategic planning, CQI forecasting and Council on Accreditation compliance; established goals/outcomes for all Services programs and oversee attainment.

May 1999-April 2003: Asst. Director for Family Investment, Caroline Co. Dept. of Soc. Services/Caroline County Career Center, Denton, MD--Provided on-site administrative oversight
for One-Stop career center; managed 24-member unit of welfare-to-work supervisors, professionals and paraprofessionals; formulated and managed 1.2 million dollar budget to include tracking and forecasting; constructed yearly “Family Investment Plan,” to direct work
processes for eligibility determination for food stamps, medical assistance, cash assistance and welfare-to-work training and case management programs; designed and managed new welfare-
to-work employment services initiatives in partnership with Dept. of Human Resource, the Dept. of Labor Licensing and Regulation, the Workforce Investment Board, Chesapeake College and the local economic development/business community; established performance standards and outcome measurement systems for welfare-to-work to include employment retention; co-planned regional transportation route with local Office on Aging/Maryland Transit Administration (MTA); participated on statewide workgroup with the University of Baltimore researchers to set work standards for welfare reform staff; participated in yearly political forums with local and state legislators around program issues; planned CQI procedures to meet federal, state, and accreditation established goals for all programs managed; administered state personnel (PEP) and management policies (MFR).

Apr. 1999 to May 1999: Professor, Sojourner-Douglass College, Baltimore, MD (Cambridge, MD Satellite)--Prepared and lectured for two eight-week mini-mester bachelor’s level courses entitled, “ Introduction to Social Work,” and “College Math;” developed curriculum and designed exams for courses taught; provided individual coaching and counseling to students as needed.

Sept. 1994- May 1999: Adult Services Administrator, Caroline Co. Dept of Soc. Services, Denton, MD--Managed twelve staff w/nine programs serving vulnerable elderly, disabled, mentally ill, low-income and homeless families; managed all program budgets; gathered and analyzed program outcome data; hired and provided direct clinical supervision for professional social workers and paraprofessional in-home-aides; collaborated with local nursing homes, hospitals, health departments, and physicians/practitioners to coordinate services to vulnerable elderly, disabled, mentally ill, low-income families; prepared monthly statistical reports for the Department of Human Resources; wrote grants and responded to RFP’s; designed and implemented new programs to serve the target populations; served on various county inter-agency boards to develop a seamless services delivery system; participated in statewide workgroups to rewrite COMAR governing policies, developed staff trainings, and program evaluation standards; performed interim foster care review board functions for the Child Welfare unit; administered state personnel (PEP) and management policies (MFR).

Aug. 1993 to Sept. 1994: Administrator/Social Worker, Eastern Correctional Inst.-Annex, Westover, MD--Functioned as administrator for social work and addictions treatment team at facility; represented institution at statewide workshops and program planning meetings; directed and co-directed employment readiness and decision-making instructional/clinical groups for minimum security inmates; provided supportive individual counseling to and direct therapeutic group support for HIV positive inmates; provided release planning services to inmates with disabilities; co-developed and –edited parenting training manual for the Maryland State Department of Corrections to be utilized for ongoing instructional and support groups to inmate populations; assumed other managerial responsibilities..

Jan. 1994 to May 1994: Visiting Lecturer, University of Maryland Eastern Shore, Princess Anne, MD--Prepared and lectured for full-semester course entitled, “Juvenile Crime and
Delinquency Prevention;” provided instruction and individual counseling as needed to 58 undergraduate students.

· Organized the negotiations with the Council on Accreditation (COA) by acting as a liaison between the LDSS’s and the Department in order to solidify our position with CO, so as to accredit all 24 jurisdictions at a reasonable cost. Represented the Department by presenting our stance in writing to the COA and making arrangements for face-to-face negotiations in September 2005. Completed negotiations in December 2005. Currently, chairing workgroup for implementation across the state; (goal: 90% of customers served in an accredited LDSS by 7/30/06---met goal with accreditation of Baltimore City).

· Worked with internal Operations divisions to design and implement a regional model for oversight, resource allocation, and services delivery to the local departments of social services in the 24 jurisdictions to increase department-wide efficiency and effectiveness—July 2006.

· Designed, staffed and provided oversight to workgroups ensuring the completion of the now federally approved CFSR/Program Improvement Plan (PIP) Quality Assurance Process for Maryland ----July 2005.

· Set guidelines, wrote work plans and initiated planning process with Local DSS’s for the PIP steering committee and a 5-tiered work group ladder to guide PIP policy design and implementation process---July 2005.

· Worked with internal Operations divisions to design and implement a regional model for oversight, resource allocation, and services delivery to the local departments of social services in the 24 jurisdictions to increase department-wide efficiency and effectiveness—July 2006.
