Managed and coordinated the formulation and execution of operating budgets and capital improvement plans for District government operation offices, including the Executive Office of the Mayor, the City Council, the Office of the Chief Technology Officer, the Office of Property Management, the Office of Contracting and Procurement, Office of Risk Management, and the Office of the City Administrator. This consisted of more than forty agencies and fund accounts totaling over $1 billion; provided direction, support and supervision to five senior budget analysts; coordinated the formulation and administration of the budgets for agencies within the branch. Coordinated staff for review of budget submissions; presented recommendations and advised executive management on budgetary hearings relative to budget execution and implementation; led special financial crisis management teams that worked with District agencies in resolving financial crises. Advised executive management on policy and budgetary issues; participated in the Legislative Organization and Operations Program (LOOP) meetings and Operations caucus for the District of Columbia; wrote policies, procedures and instructions for budget formulation and analysis; trained managers and executives on principles and practices of budgeting, and implemented the Full Service Analyst pilot model for the Office of Budget and Planning.
