Summary of Experience:
During the twenty one years that I have been employed as a Special Agent by the Criminal Investigations Division of the Highway Patrol the responsibilities of the position have changed with the times. In the course of my employment I have worked Narcotics Investigations, both undercover and public. I have been assigned to two task forces to work Prostitution and Sex Crimes on Interstates. I have been involved with numerous undercover vehicle theft operations. The major area of responsibility for THP/CID is and has been vehicle theft, salvage and reconstructed vehicles, title fraud, odometer fraud, insurance fraud and driver’s license fraud. We are also charged with the responsibility to audit motor vehicles dealer’s records of drive-out tags and to assist the public, County Clerks and local law enforcement with problems involving vehicle title and registration statutes. The investigation of vehicle homicides, vehicle assaults and fatalities has also been a major portion of my responsibilities.
During the years that the Highway Patrol mounted an aggressive Criminal Interdiction Program I was actively involved in numerous cases involving many different types of crimes and the seizure of several hundreds of thousands of dollars in assets.
During my tenure I have been assigned as CID Special Agent to as many as twenty six counties, at one time, to as few as two counties. This involves being able to develop close working relationships with both civilians and law enforcement from many different backgrounds and societal groups. Special Agents of the THP/CID are self motivated and require little supervision. As a Criminal Investigator I have worked on cases that required me to locate and interview witnesses, suspects and victims and to compile lengthy reports of my findings. I have had to interview individuals under less than suitable situations; hospitals, jails, at fatality locations, parents residence and in other out of the way locations. Each interview is documented in writing, with video and audio recording devices. Case files are prepared for DA presentations in court and grand jury inquiries. I have testified as to my findings in city, state and federal courts and compiled evidence/reports for out of state police agencies as requested. I have prepared and received court approved subpoenas, search warrants, and arrest warrants. I have served warrants and recovered stolen property and evidence. As an Investigator I have utilized both conventional records and internet locator files to find witnesses and suspects. I have had to become computer literate to keep up with the fast changing computer systems/internet access to stay proficient in criminal investigative techniques. Many times I have been called upon to present investigative classes at TLETA, annual CID in-service training, Clarksville Police Department. After compiling evidence on a particular case I then must evaluate the evidence and decide on the merits of the case to recommend prosecution and charges. I have conducted background investigations for the Department of Safety and other state and federal agencies for job placements and to fill government appointments.
